Mark was appointed as the Director of the Columbia County Real Property Tax Service Agency (RPTSA) in July of 2025 and he assumed command of the Agency on August 1st, 2025. Mark is the 5th person to hold the Director position of the RPTSA since its inception in 1973. Mark’s term will expire on September 30, 2031. Mark was previously the Deputy Director, with his tenure with the RPTSA beginning in April of 2024. As Deputy Director, Mark was mentored by the previous Director, Suzette Booy, CCD. She retired after serving as Director for 22 years. The RPTSA is a branch of County government that serves as a liaison between NYSORPTS and the appointed Assessors of the municipalities within Columbia County. The agency is also responsible for producing the tax rolls, tax bills, and tax maps for the County. Mark received his designation as a Certified County Director of Real Property Tax Services from New York State in June of 2026. Previously, he worked for nearly 11 years as the managing associate and general appraiser with Concra Appraisal Assoc. in Hudson. In his tenure there, Mark appraised residential and commercial real estate spanning 9 counties from Dutchess & Ulster to Saratoga & Schenectady.
Mark attributes much of his professional achievements to his parents, stories of his Grandfather’s legacy, and the guidance of his various mentors. Mark was born and raised in the Town of Greenport, graduating top 5 in his class from Hudson High in 2008. Mark went on to graduate with an A.S. in Individual Studies from Columbia-Greene Community College. The College holds a special place in his heart as his grandfather, the late Ellsworth B. Weaver, former Chairman of the Columbia County Board of Supervisors, was integral in its founding. After graduation, Mark attended Siena College and graduated Cum Laude with a B.S. in Management and a minor in Information Systems. During his time at Siena, Mark served as the Vice President of the 21st Century Leader’s Society.
In addition to his professional career, Mark holds leadership roles in integral volunteer organizations across the County. Mark has served as a Class A firefighter with the Greenport Fire District since 2008. He held the positions of Lieutenant, Captain, 2nd Asst. Chief, 1st Asst. Chief, and now serves as District Chief. Mark was honored as Firefighter of the Year three times. Mark also serves on the Board of Directors for the Columbia County Volunteer Firefighters’ Association. His tenure started in 2019 and he currently serves as the Vice President. Mark was honored as an inaugural recipient of the “Columbia County 40 Under 40” award and he received the 2023 Columbia-Greene Board of Realtors “Community Service Award”.
